Governor should swear-in pro-tem speaker, not CM

The three-judge bench of the Supreme Court, like we stated earlier, refused to stay the Governor's invitation after an nearly three-hour long hearing but did not dismiss the Congress-JD-S petition, calling for the next sitting on Friday at 1030 AM. Following the 2004 elections, when the assembly was hung, the Congress and JDS forged a tie-up to set up a government led by N Dharam Singh of Congress.

In a floor test, the Speaker of the House would play a crucial role.

The BJP, on the other hand, is eight seats short of the 112-halfway mark needed for a simple majority. BJP leader B S Yeddyurappa was therefore sworn in as the 23rd chief minister of Karnataka on Thursday.

While the JD (S) offered a blanket loan waiver to farmers, weavers and artisans, the Congress talked of an agro-infrastructure corridor for farmers.

In 1996, Congress president Sitaram Kesari had withdrawn support to the Union government headed by Deve Gowda, causing it to fall in 10 months. The Congress and JD (S) together have 117. But people's support is with me and my party.

From the humdrum existence as a government clerk and a hardware store owner to becoming the chief minister of Karnataka for a third time, BS Yeddyurappa has navigated the choppy waters of politics with the consummate ease of a seasoned oarsman, defying tidal waves of adversity. Chief Minister Bommai was dismissed and he had approached the Supreme Court.

Arizona's Flake opposes Haspel for Central Intelligence Agency chief
McCaskill is running for re-election in a state Republican President Donald Trump won by almost 19 percentage points. Haspel has vowed not to restart such a program, but has declined to disclose details about her involvement.

Top sources in the BJP had already confirmed to Asia Times that the governor would invite the BJP to form a government after the tight poll result.

Yeddyurappa became the chief minister for the first time in November 2007 but his term in office lasted just seven days as Kumaraswamy reneged on a power sharing arrangement and walked out of the alliance.

He said the sanctity of the Raj Bhawan has been "lowered" at the behest of the BJP and expressed confidence that they will win in the Supreme Court as truth will finally prevail. Amid all these rumours, JD (S) Karnataka unit chief HD Kumaraswamy alleged that the BJP was trying to poach his party's lawmakers by offering them Rs 100 crore and lured them with the cabinet posts in the state government. The BJP relied on the Supreme Court ruling when they took over power in Goa, Manipur and Meghalaya. By contrast, the Congress leaders were derided for their slow-footedness and for their inability to line up independent legislators; they were mocked as jaded and exhausted managers, as "NGOs", no match to the energetic and resourceful operatives in the BJP.

It is important to analyse if what the Karnataka governor has done is rational and fair and not arbitrary and malafide.

"The constitutional position is that it's entirely up to the governor of the state to decide", said Subhash Kashyap, the former secretary general in India's lower house of Parliament.

"After hearing the parties, we are of the opinion that it is necessary to peruse the letters dated 15th May 2018 and 16th May 2018 submitted by the respondent no. 3 (Yeddyurappa) to the Governor which found a mention in the communication dated 16th May 2018 of the Hon'ble Governor".
