Council President Mansour Ayyad Al-Otaibi of Kuwait also accused the Myanmar government of carrying out an ethnic cleansing of Rohingyas and said that refugees could not voluntarily return home unless confidence-buiding measures were undertaken. China's Permanent Representative Ma Zhaoxu said the objectives of ending hostilities, restoring order and finding solutions through dialogue had largely been achieved.

They assured that the European Union and its parliament will continue to extend full support to Bangladesh to solve the crisis.

Myanmar's persistent denial of a campaign of ethnic cleansing against the country's Rohingya Muslim minority is "preposterous", U.S. Ambassador to the U.N. Nikki Haley said Tuesday, calling on the government of Nobel laureate Aung San Suu Kyi to acknowledge that atrocities had been committed by the military.

Grandi recognised the efforts put in by both the government and the people of Bangladesh to house the Rohingya refugees, but warned that conditions have to improve for the hundreds of thousands of refugees especially with monsoon season starting in March. He said the next day they were executed and buried.

Myanmar has said that 508 Hindus are among around 1,000 refugees cleared for the first batch to be repatriated to their homes from Bangladesh.

"It is time to address the root causes of the Rohingya crisis, including the decades of repression inside Myanmar, so those who fled feel safe enough to return to their homeland", United Nations High Commissioner for Refugees, Filippo Grandi, said.

"An end to violence and destruction of property, and granting humanitarian access throughout Rakhine State - as called for by the Secretary-General - are critical, and basic, steps", he said. "It is important that the actions of the journalists must also within the bound of the law", he said.

It is nearly six months, since the current rapid, chaotic outflow of more than 688,000 refugees from Myanmar to Bangladesh began, driven by violence and destruction, following decades of repression and exclusion.

"UNHCR presence and access throughout the state are essential to monitor protection conditions, provide independent information to refugees, and accompany returns as and when they take place", Grandi said.

The Government, together with highly-skilled national and local organisations, and the United Nations and other humanitarian agencies, with solid donor support, has mounted an impressive response. We estimate that more than 100,000 refugees are living in areas prone to flooding or landslides. "Disease outbreaks, including diptheria, have been met with decisive action, but remain a significant risk", Grandi said.

A statement released by the Holy See Press Office described the discussions between the two leaders as cordial, and said the two leaders evoked the good bilateral relations and expressed satisfaction for the Pope's recent apostolic journey to Bangladesh and for "the keen participation in the event on the part of the population including many non-Catholics".
